| India Going Ahead With Controversial Tipaimukh Dam Project |

Last week, state-owned firms NHPC and SJVN signed a memorandum of understanding (MoU) with the Manipur government for the establishment of a joint venture company to execute the controversial 1500 MW Tipaimukh Hydro-Electric multipurpose Project which is located in Chueachandpur district of Manipur. NHPC limited, SJVN limited and Govt. of Manipur shell have share holding of 69%, 26%, and 5% respectively. The MOU was signed by SK Garg, CMD, NHPC, HK Sharma, CMD SJVN limited and LP Gonmei, Principal Secretary (Power), Govt. of Manipur on 28th April at New Delhi. The new move for controversial Tipaimukh Dam will create fresh anxiety in Bangladesh, especially after Indian prime minister Manmohan Singh assured Bangladesh prime minister Sheikh Hasina not to take any further step during her visit to New Delhi in January this year. On that visit Indian Prime Minister said, "India would not take any steps on the Tipaimukh Project that would adversely impact Bangladesh". During a press conference SK Garg informed journalists that they have conveyed to Dhaka that Bangladesh would be better off with the project as it would lessen flood in downstream area. Mohamed Mijarul Quayes, the Bangladeshi foreign secretary, however, would not provide any information on this project, which has generated a lot of controversy in Bangladesh. Another foreign ministry official confirmed that they have not received any formal communication from India regarding Tipaimukh. Environmentalists both in Bangladesh and India have opposed Tipaimukh Project previously. They believe that the dam over the Barak would significantly reduce the flow of water in its tributaries-- Surma and Kurshiara in Bangladesh. The Tipaimukh area lies in an ecologically sensitive and topographically fragile region. It falls under one of the most seismically volatile regions on the planet with high potential for earthquake. Also there is a wide spread believe in general people of Bangladesh over the fact that the Tipaimukh dam may have an impact on millions of Bangladeshis who depend on the Surma and Kushiara rivers, which could be affected if the damm comes up. Its implementation could also inundate a number of villages in Manipur. Majority Bangladeshis are in anticipated fear of the probable damage that may be created if the dam is launched. There is a growing sentiment against the dam in Bangladesh.
