Scrapping of Teesta Water-sharing Pact Woes Manmohan’s Dhaka Trip E-mail
Tuesday, 06 September 2011 00:00

Dhaka, Bangladesh (Tazakhobor.com): Although the Prime Ministers of India and Bangladesh signed a series of agreements in Dhaka on Tuesday, but failed to resolve the long-standing and most anticipated deal on sharing of Teesta and Feni river waters, which cast a long shadows on Prime Minister Manmohan Singh's maiden visit in Bangladesh.

The supposed 'historic visit' of the Indian prime minister seems to have turned into a 'goodwill visit'  as it  failed to resolve their main disputes, over transit rights for India and the sharing of river waters. The two countries ended the summit with eight memorandums of understanding and one protocol on Tuesday. The two heads of government signed a regional framework agreement. All that Bangladesh has managed to get in the bargain is duty- and quota-free market access to 46 readymade garment-related products and signing of a protocol on land boundary agreement.
Manmohan's visit and his official talks with Hasina were overshadowed by New Delhi's last-moment dramatic decision against signing the Teesta treaty in the face of stiff opposition from West Bengal chief minister Mamata Banerjee. The Teesta failure blocked the hoped-for deal on sharing Feni river's waters and signing a “letter of exchange” containing Dhaka's consent to let India use Chittagong and Mongla ports to carry goods through Bangladesh territory.
Indian premier Manmohan Singh arrived in the Bangladesh capital earlier on Tuesday and met with Bangladesh Prime Minister, Sheikh Hasina, in the afternoon but officials of both countries were already saying deals on key issues may remain open for further negotiations. On this visit Bangladesh and India signed a comprehensive framework agreement on bilateral cooperation, a protocol on land boundaries, memoranda of understanding on renewable energy and conservation of the Sundarban mangrove forests, home of the Royal Bengal tigers, officials told reporters.
DEALS MADE
1. Comprehensive framework
2. a. Demarcation of 6.5 miles of land boundary
b. Exchange of enclaves and adversely possessed land

4. Cooperation of railways on transit traffic for Nepal
5. Exchange of programmes by BTV and Doordarshan
6. Cooperation between Dhaka University and Jawaharlal Nehru University
7. Preservation of Sundarbans bio-diversity
8. Cooperation on renewable energy
9. Cooperation on fisheries
